Physical Description: Kelles has warm brown eyes and a wiry frame. His age is beginning to show through his pure white hair and the wrinkles on his forehead and around his mouth. His appearance adds something to his charisma, because he looks trustworthy, kind, and increasingly like a "harmless old man."

Background: William Orso Kelles was born on Eriadu during Imperial reign. He began his political career in local positions and eventually, through honest means, became Eriadu's representative in the Imperial Senate when he was in his mid-thirties.

"Eriadu was the capital world of Grand Moff Tarkin's territory and his base of operations" (Star Wars Encyclopedia). During Tarkin's rule, Kelles unsuccessfully fought against the "rule by fear" ideal that Tarkin developed. When the Death Star construction began, Kelles was one of the first to question the shift of funds and supplies from the factory-world of Eriadu to a mysterious "top secret project." Upon the completion of that project and the disolution of the Senate, Kelles protested and eventually joined the Rebel cause to regain a representative system of government.

During the Rebellion Kelles tried to garner support on his homeworld and in the neighboring system, using his oratory skills to give public speeches about the Empire's oppression and the importance of the people's voice in government. He was largely unsuccessful, particularly on his homeworld, due to the Empire's stranglehold on the populace.

After the Empire's fall, despite the disappointment of his homeworld's continued Imperial control, Kelles settled on the planet of Esseles, a Core World. There he started over as a minor politician with the goal of again becoming a Senator. After nearly a decade of persistance he achieved it. He faithfully served Esseles' interests until the Coruscant catastrophe, when he was elected as the new Chief of State due to both his personal merits as a politician and Esseles' importance as "a center for high-tech research and development" (Star Wars Encyclopedia) among the Core Worlds.

Personality: A bit of an idealist. He believes in the power of the people, despite the ignorance, lumbering bureaucracy, and the political infighting that it creates. He is an excellent mediator and compromiser in the Senate. In public he has been largely successful at calming the people after the attack on Coruscant with a soothing voice and speeches full of confidence. In private he worries about the future of the Republic.

Objectives: To continue the New Republic's existence and restore peace to the galaxy, so that the next generation will not face the oppression and catastrophic losses that plagued his own.

Miscellaneous: It is still a dream for him to free Eriadu from the Empire's grasp, and he has tunnel-vision concerning plans to do so. Although usually lenient, Kelles is sternly and stubbornly adherent to protocol when managing Senate meetings. He tries to stop squabbling among the Senators at the first sign.
